Spec Mod's don't have access to everything a full Mod does. The idea is that they learn the ropes before giving free reign. As has already been said, it's basically just "L plates" for Mods.

That said, if he's the only mod around dealing with something, it doesn't mean posters can get away with it. He can deal with the immediate problem (like deleting posts/threadbanning) until a mod/admin can apply appropriate penalties.
