Communications is a phenomenon that's seen massive bloat the last 5-10 years. Management used to send out internal comms

'Engagement' as well. Cultural engagement is massive in infrastructure projects and holds alot up. Huge in health as well yet we're only ever engaging one culture. FTE to consumer ratio is mental in this space, significantly higher than any other service stream

Marketing should absolutely be cut back in the public service.
 
I don't know where you would find efficiencies in IT staff. They're mostly outsourced now
Yes the technical people. But what about those who work in IT projects/governance - there's still heaps around, they all sit on alphabet soup governance committees etc
