It wasn't the 'coast guard' that detected the potential implision. The US DoD knew that an implosion may have occured, but couldn't guarantee what it was, and didn't want to discourage or interfere with rescue attempts in the interim.
Not everything is a conspiracy or related to the culture wars.

That part of the world is very heavily surveilled and the US would have known almost immediately what happened to the sub.

The US Navy detected an 'anomaly'. They immediately passed the info on to the Coast Guard who were coordinating S+R efforts. The Titan imploding was one (of several) possibilities for what the anomaly detected could have been, but it was far from conclusive.
It wasn't until the debris field was found that they concluded that the anomaly detected was likely the Titan imploding.
