Firstly, they tend to do longer shifts in the night.
Secondly, people get tired and lose focus. They revert to autopilot. The less conscious they are of their actions the more likely they are to repeat those actions. The same reason that the police storm buildings at 5am, it's the time people are most likely to have lost focus.
Also, the moon and sun affect the wheel in a positive manner.
I'd argue that falling asleep is the ultimate losing focus.Police do it at this time because the people are usually asleep.. and the catch them with the element of surprise
