Ok. So i have an interesting scenario.

You are given 35k to play roulette. One spin. Play how ever you like. You take home winnings. How do you play.

My method would be 30 squares for about 82% chance of 6k.

I would then be risk averse and place 5k on column 1 for exit of 31k.
Certainly an interesting scenario.

Wait until somewhere in the middle of the night, probably around 3am. Note the times that the spinners do on a wheel. It's probably an hour in the middle of the night. Watch the spinner closely for the first 45 minutes of their shift on the wheel. Noting every number they spin and the direction of spin. They give you free cards to mark the numbers off at the roulette wheels, they are OK with you counting "luck" games. Each spin count how many spaces in that direction of spin the ball ends up from the starting number. Every second spin should be spun in the opposite direction. It's even better if they don't do that, it increases the data you have. Over the 45 minutes you should end up with somewhere around 100 spins, with 50 in each direction. Choose which direction is more consistent, it's usually with the ball going clockwise (wheel anti-clockwise). Place bets the correct distance from the number in a fan with 6 on the target you think is most likely then 5 down to 1 on neighbouring numbers 1-2-3-4-5-6-5-4-3-2-1. Pocket the remaining $9K, you might as well have something for your hour's work. Win.

Why the middle of the night?

the moon is at it's highest point hence the mutual attraction of the moons gravity and the suns in reverse direction on the ball is most consistent at this time of night. the balls will therefore travel further and any imperfections on the wheel will be magnified.

Firstly, they tend to do longer shifts in the night.
Secondly, people get tired and lose focus. They revert to autopilot. The less conscious they are of their actions the more likely they are to repeat those actions. The same reason that the police storm buildings at 5am, it's the time people are most likely to have lost focus.

Also, the moon and sun affect the wheel in a positive manner.

I'd argue that falling asleep is the ultimate losing focus.
