So I thought alright season pass for $30 I'll get it because I want every DLC for this game and then I saw that it comes with 3 missions!

For $30 I was expecting every single future DLC this game has to offer not a measly 3 missions.

You will get future DLC. It's a sub service basically, Sony and obviously Activision doing similar.

THQ have already said that SR3 will be getting '40 weeks' worth of DLC.

I really don't know what the length and breadth of DLC for a game like SR3 would even be. Surely the MP isn't cared enough that any of that shit will be bought? If it's missions then surely it's almost all just stuff they've taken from the SP experience to add as DLC?

The only other things I could think of are cars, weapons and skin mods.

Well that's kind of a no name website and the quote from the THQ guy doesn't say 40 weeks worth of DLC but that's what the no name website claims.
