Should list changes have been made?

I've been watching on with interest in the whole coaching drama and one question i keep thinking is, should list changes have been made if the board knew Harvey wasnt going to be there next year? Let the new coach do it, right?

Problem is everyone would have known something was going on if they delayed the usual player review week, and at the time they weren't 100% sure Lyon was coming over
