I knew a guy who won an Oscar, Brian Ackland-Snow, he was one of most boring buggers alive, he was actually known as boring Brian. He died a few years ago but he used to vote in the academy, and I can't imagine what he thought made a good film, three hours of paint drying if his personality was any indication.
One more thought to chew on would be maybe increasing the casting of minorities in major and minor roles, thereby automatically balancing the nominations. It's a system that def needs improvement.
