Huh? Why?

The average game has less than 60 minutes of action, 30 minute halves would actually increase the length of games.

Clock stopping out of play also cuts out a shit ton of time wasting.
 
First two seem fine to me and are long over-due.

Too much subjectivity around yellow cards for the 5 minute time out rule to work IMO. You see yellows given for absurd reasons and then you see blatant yellows not penalised.

Maybe an accumulation of fouls (maybe 10) per team sees them down to 10 for 5 minutes could work.

Will the clock still be running for fouls and injuries? If some article reckons we get 60 minutes of actual game time per 90 minutes (no way is the ball out of play for 5 minutes, let alone 30), then will we get a shit ton less game play for 60 minutes with the fouls and injuries that will still be occurring. This doesn’t actually do anything to improve football, it will just short change fans even more.
