It's not against the rules.
There's the laws of the game then the common standard for how they are applied. Refs usually wait until an attack finishes before blowing for full time. It's a bit like the six second rule for goalies. It's rare that refs will enforce it even if the keeper hangs onto the ball for up to 15 seconds.
