There was a pothole near me that was repaired about 20 times before they cut the road up and replaced a big bit of it.

I am in violent agreement with you. Our weather is cyclical. As you say....of droughts and flooding rains.
BTW.I must remember to bring a jacket next time I go to Arizona. Sounds like a draughty place
