Yes relationships can happen from Tinder, just like they sometimes do from any other hookup. That doesn't make it a good strategy if your goal is an LTR, though. Lots of guys who win at Tinder are great at seeming like relationship material, then fading out after they get what they want.

Didn't take me long to figure that out tbh.

It's weird tho, you'd think a lot of the good looking women are the ones who use dating apps to boost their ego and see how many matches they can get. Bumble's whole model is predicated on women opening the convo so in order for them to retain matches they'll need to actually initiate or else they won't have a match to show for it.
