Until Mills complains to the police, why would they investigate?

Your entire argument is that Bugg's action were not assault because the police are not involved.

Well you've claimed the victim needs to complain for charges to be laid or even investigated. So yeah.

From that cowardly assault Mills was concussed.

The result of Bugg's assault was a 6 week suspension.

Bugg has fully admitted his assault was wrong and and that he has to change his ways.
Furthermore, Bugg contacted Mills to apologise for his assault upon him.

Mills accepted Buggs apology over the assault.

That police are not involved has not changed the fact that Bugg did in fact assault Mills and then later apologised publicly and was banned for 6 games for the assault.

If Mills asked for charges to be laid then the police would consider it.

Judges and lawyers arent sitting at home and walking the streets looking to preas charges

yeah i bet telsor would try to 'smash' me in real life too. a guy who thinks its reasonable as part of the afl sport to knock out a bloke with a punch to the face off the ball? From the sounds of it he would probably know how the bail system works pretty well.
