I think he's just highlighting the fact that we may carry over an empty list spot to the MSD, it's just couched in list-manager speak "meaningful impact to the football club" without using actual common English words

It was a handshake agreement to pay more for Starc trade, and have Brisbane delist so West Coast could use one of their additional rookie spots for him as they’ll sign as a DFA

Might be reading too much into it, but listened to an interview with Regan and he said something like in regards to top end talent 'there's a much longer strategy at play and we may not see the fruits of that until the next trade period or even the one after...'

Who could he be referring to?
