If a trade cannot be done then JOM nominates for PSD. He then decides his terms - pay and contract length and lodges that with the AFL.

That is the deal that must be signed off by the AFL.

So in answer to your question - he cannot go through 12 or 13 rounds of the PSD saying he requires 2 mill a year & upon getting to the Hawks pick suddenly amend that to 500k a year. The AFL would refuse to sign off and likely charge him and Hawks with draft tampering.
