Why does water have a use by date?

Over time the bacteria that is killed may grow back, isn't it a best before date anyway? Also after time the taste of the water changes for the worse.
 
I believe the only food that doesn't have a use-by date is pure honey.

Why you shouldnt reuse those water bottles for too long.
Probably true...I always thought the tiny bits of sodium and magnesium go bad after a long time ;)
