As Slax has mentioned, the primary motivation was the fact that Melbourne along with much of Victoria was in the grip of a 10 year drought. Massive water restrictions statewide (the Geelong region has permanent water restrictions despite the drought ending) and the drought ultimately was one of the causes of Black Saturday in 2009. Had there been normal rainfall, the impact of those fires may not have been as great as it was. So Brumby and Bracks instead of doing nothing did something about it. It's an insurance policy just in case we experience another lengthy drought. Long term forecasting and modelling suggests this is indeed going to happen. Building dams may not always be the answer.



Grollos and their counterparts should be scrutinised for their behaviour as much as the unions are. Why is that? Because of their questionable practices on work sites and the way the workforce on each one gets treated. We only need to look at the Carlton Brewery worksite, where those 3 pedestrians dies after a wall fell on them, to see the direct problem between major construction companies and their efforts on worksites actually do. The lack of concern for workplace safety by Grollos and co is the primary reason why the costs are so high. And the only way that can be highlighted is by having unions on site to ensure workplace safety is achievable. I would rather work in safe workplace than an unsafe one.


This is a bit off topic but I was in marysville several months before black saturday and they had no water restrictions. In fact you might remember there was a really wet warm spell in victoria which was probably good growing conditions for bush undergrowth then we had that really hot dry spell when lots and lots of growing vegetation turned into tinder. It was major bushfires waiting tohppen and precious little chance to do enough fuel reduction before the black saturday conditions hit. Also everyone knows there were warnings the week before, which predicted the conditions almost exactly

Anyway dont think an airport link will drop you at your local station, you need to be prepared to change lines with luggage etc. Good luck with that in peak hour, im sure commuters will be very forgiving

The whole idea was to take extra trains fro mSouth yarra to beyond North Melb freeing the loop up and adding capacity
 
How is an expansion of the city loop more pertinent than a rail link to the airport?

Airport link won't happen for a long time - the numbers don't add up. Needs to be linked into a bigger suburban network, like Sydney. Until there is massive growth north of the airport, there won't be a rail link.

Firstly the 40 million is to begin the planning phase, produce a business case, determine viability, site assessments, engineering plans and contingencies etc.

Before they commit they have to have a case as to what is possible, its impact, benefits and long term costs.

This is the sensible way to do things, the opposite of thought bubble or big donor politics

Finally, they can't expand cappacity at Flinders st. The upgrade will happen in two phases. First the needed cosmetic upgrades to the outer buildings and central walkway. Next they need to build the tunnel, because peak time traffic within the city loop is at capacity. Then they need to upgrade the control room, loop line, computer and elwctronic infrastructure, junction boxes and expand the rail lines between Richmond and Flinders. After this the back end of the station can be upgraded. And capacity exiting the city expanded.

There are a number of limiting factors preventing upgrades and expansion and it will take a fair amount of time and money.
