A smart govenment should do it at the right time to get a dividend of resources.
1) Do it straight after an election and tell nobody before the election
2) Give the dividend to everybody in form of a yearly payment - $1000 per year is better than $20 per week
3) Make sure you have the numbers in the senate
4) Have the political balls and stay the course

ANCHORAGE (CN) — Alaska residents will not get the second half of their annual oil fund check this year, after a Superior Court judge denied a state senator’s legal challenge of Gov. Bill Walker’s use of the veto to cut the dividend.

Alaskans have become accustomed to yearly checks from the state’s Permanent Fund Dividend, derived from the state’s vast oil wealth. The dividend this year was expected to be about $2,100 a head, but in June Walker vetoed $1.3 billion in state spending, which, among other things, capped this year’s Permanent Fund Dividend at $1,000.

Any attempt to do this will be met with howls of outrage from the mining industry, because just ask them, carrying this country on our shoulders we are, which will be followed by a request to the government for more money. You can see why Tone got Twiggy to do that report on welfare, he's right at the top of the pile when it comes to handouts.

Do it just after you won the election. The people will have two years of hand outs and the mining industry will need to fight hard for three years.
 
Alaskan bush people has informed me these northern americans get about 2000 dollars a year from the oil Alaska sells.
