In the ND the player cannot stipulate contract length, salary etc, whereas in the PSD they can. (Refer TIPRAT drafted by Sydney in the PSD. Nobody else wanted him at that price).
As I figure it the Victorian club's will not want Lever to go to either draft. They've spent probably a year on the deal, cleared out salary cap for him, and
- if he goes to the ND they'll have to use their first rounder on him anyway, and thats taking the chance that lower clubs don't grab him first.
- if he goes to the PSD they might lose him if Carlton or North pick him (and North will have heaps of salary cap room if they don't get Martin.)
So.....he is worth at least a club''s first pick plus. The 'plus' is to get it done quickly and to make sure they get the player they have been planning for. And they'll want to be fair to the player they've told they'll bring to their club. (Refer Dangerfield). They won't want to leave the player hanging uncertainly for the draft.
So what's the 'plus' worth?
They won't want to give up a best 22 player, so unless there's a player we rate and they don't (refer Gore) it has to be some sort of draft pick/swap/future pick.

Why didn't any club other than Sydney and Collingwood draft Tippett and Ball.
I understand the mechanism is there for it to happen, an existing player land where they don't want to be......but it does not happen.

All teams just got a 2 million dollar war chest a few months ago so lions and Suns would easily be able to afford him, then trade a contracted player the next year for a profit. They would be insane not to snap him up.
