I'm not across German politics, but I find it difficult to believe they would boast about low birth rates in terms of population growth.

Some parties have attempted to create policies to increase the birth rate in Germany, however the left labelled them racist and they didn't pass through. Really makes you think if there's an agenda, doesn't it.
