I think measures introduced have a lot less influence than geographical factors which are really the key driver of where Covid has spiked. Speaking to people in Perth, the restrictions in general life sound like they were minimal compared to here.

Tests can give an equivocal result.

High enough you cannot say it's negative, but not high enough to be certain it's positive.

If it's a virus, the level rises quickly, so repeating it will give a positive.

They may also not be willing to be definitive if it's a low positive result, as false positives can occur. In that case, repeat with a different method.
