Champions trophy schedule was announced on 24th December. Last I checked, CA, ECB, NZC and SA cricket board are part of ICC and were fully aware of the schedule before its announcement. If they had any objections, they could have raised them and had it changed, but they didn’t. Why?Doesn't change the fact that it has been set up for India to win from the start.
Putting aside safety, they would have a much smaller chance of winning this thing if they had to play by the same rules as everyone else.
If it was such a concern they could have pulled out, but they saw it as an opportunity to manipulate the tournament.

Because keeping all India matches at one venue makes logistical sense. It keeps the costs low and helps fans plan their travel, book hotels, and buy expensive tickets more easily. This wasn’t done to favor India; it was done because it was more profitable for ICC and all the boards who get their share from this profit.
This is a useless tournament reintroduced to earn money through India-Pakistan game. It changes nothing. No matter who wins, Australia will remain world champions. Even if India wins, it should throw the trophy in dustbin where it belongs.

So, when you say ICC is scared of BCCI, you are actually saying that cricket boards are scared of BCCI because they don't use their voting rights to raise these issues in meetings.
Truth is that ICC and all its member boards want to generate as much revenue as possible. Most money comes from Indian broadcasters and sponsors due to high number of Indian viewers. So, they do whatever they can to maximise the profits e.g. making sure India always pay Pakistan in ICC tournaments.
However, if you don't want cricket boards to bow down to greed of earning more money, there is an alternate way.
They can find other broadcaster/sponsors and tell them that they can't influence cricket related decisions. They will pay less, but you will get the freedom you seek.
So, stop posting this nonsense of ICC=BCCI on forums. The Cricket Australia board is not some lame dummy sitting in the BCCI meetings. It has voting powers. Ask it give up its greed of extra money coming from Indian market and do whatever it thinks is right for the game.
Blaming BCCI and posting ICC=BCCI isn't going to make any difference because it isn't BCCI in charge. It is broadcasters and sponsors who run the game.
Cricket teams get virtual Head of State level protection, it's not you or I schlepping round Pakistan with a backpack. In the end this is all politics with cricket as it's proxy.If you paid me to travel to Pakistan right now, I wouldn't travel there.
