Goddard was a gun. Cooney a brownlow medallist, whether it was a hotly contested season or not, Gibbs was a gun, McGrath is a gun in the backline IMO, Walsh is a gun, JHF is/will be. Cadman looks like he'll be sensational.

Def not better than Rayner: Worpel, Moore, McCartin, TDK, Higgins, Kelly.Definitely has 2 flags, but Jason Castagna has 3.
Rayner is a useful player and has some big moments, but I don't think he's a gun player.
Perhaps one of the better measures would be....if you're a #1 pick, in hindsight, how many players would be drafted ahead of that player when it's all said and done?
Sure there's a handful most years you'd think.
How many would go ahead of Goddard for 2002? Not many, if any.
As for Rayner, 2017, careers to date... I think you could make a case for Brayshaw, LDU, Naughton, Bailey, Richards, Higgins, Kelly, Balta, Taylor, TDK, Moore, McCartin, Ballard and Worpel all having as good or better careers so far.
Def not better than Rayner: Worpel, Moore, McCartin, TDK, Higgins, Kelly.
Maybe: Naughton and LDU

So by exclusion you're acknowledging that at least 8 of those 14 players are at least as good.
So by that reasoning Rayner is around a top 5-10 pick at best.

Instead you gave a non-specific range of 3-5 players, with two maybes, and zero confirmed even though you acknowledge there are at least 3 better players.
If you're telling everyone you'd rather have Rayner than LDU or Naughton you've got rocks in your head.

Probably hasn't really come 'as advertised' considering he was touted to be the next Dusty with the big 'don't argue' and explosiveness.
What he is though, is a high impact player in the mould of Stringer or De Goey. One that can turn a game with a 10 minute burst forward of centre.
It's actually pretty line ball IMO if you could say whether he's lived up to the hype or not.
To put it in perspective, his ability to have high impact possessions and hit the scoreboard is exactly what is missing from P2 Brayshaw's game. And I've watched all of them. The gap isn't that big.I like him mate, impact player....P1 though? Maybe not that much
