Given their age significant improvement can occur in most of the following, some of them getting close to the magic 50 games.

Ive read on here others say that you loose the spend if you dont use it. I dont think thats correct. From what i read imo the way it works is;Slightly off topic, I've been thinking about the fact that we may not be able to bring in a player to get us to 105% of the salary cap, therefore losing our ability to use 105% over 2019/20 as well. Hypothetically speaking, are we able to then front end the current contracts we have on our books in 2018, so that we meet the 105% and conversely drop back to 95% in 2019/20 where we can offer a lucrative deal to a free agent or OOC star?

We are at a point were we need to take some risks on players (potential match winner/Elite Talent) and back our club culture to turn them around.

Out of your top list, Billings and Gresham appear to have a similar level of natural ability (and exposed form) as some of those we pulled in from 00-04.
Steele too (I think - we will only know after a full pre season but he is criminally underrated). All 3 project elite
Sincs, Dunstan, Acres, Membery and Longer fall into the natural development pile. All are trending upward, and Ross and Newnes have shown that development doesn't just magically stop at 21.
Maybe one of pick 7/8 plays a role next year too. Unlikely both, but I would hope one of these two forces his way in next year. This natural improvement I think has us around the mark of 7-10 again (noting we have transitioned a lot of older talent out in the last 24 months and not gone backwards).
Bu for me your bottom group is where the real discussion is. Steven & Carlisle are known quality. Those 12 names look like a really good core for many years to come. Two top 10 picks give us more elite talent and we need to nail at least one of those.
But your bottom list is where the real pay off is. As well as the two picks this year, I think there are actually four players in that pile who will determine whether this team is just good, or becomes a real top 4 team.

Unlike those discussed above (who are somewhat known and can be counted upon to a degree) none of these 4 have contributed in any meaningful sense to date. All have the natural talent to be elite.
Along with the two picks we hold, for me these four men probably decide our future

I reckon Stringer is a risk worth taking. As long as he can convince our guys of his dedication to being the best he can be, it's the type of the risk we need to take. Just my two cents.

If these four delivered and pushed towards elite then we are well on our way, I'd take just two playing regular seniors at this stage.I think there are actually four players already on our list who could go from contributing nothing to being elite in the next 2-3 years:

If your under the cap within any 2 year period you can use that up to 105% in the following year.
Example - under in 2015 and 2016 - upto 105% in 2017
Under in 2016 and 2017 - upto 105% in 2018
And so on. I dont think you loose it at all.
The savings can only be used from the previous 2 years and thats it.
Thats how i read the rules anyway. If thats not correct i'd like to see the article that shows differently.

Exactly but if we don't use the savings in time they're no longer there to use.
Haven't lost any $ per sae but haven't used all $ available to us.
Would also make our players on avg slightly less paid than other clubs using entire cap I believe.
