This council must come out and make a statement about its future plans for how the composition of the region's leagues look going into the future. Something as simple as as "we are going to conduct a review between now and the end of the year with a view to implement a new competition structure for 2025". That would be a start. The big test would be to follow through and complete the process.
Don't hold you breath though.
