7 - Don’t allow the power clubs to remain on the same points year after year which doesn’t create equalisation

8 - At least try to give Maryborough extra cap room or try SOMETHING

9 - Maybe introduce a system that penalised power clubs from stealing juniors from clubs in the same comp

My question is to where?

Can't go Ballarat, they'll be equally uncompetitive. Maryborough-Castlemaine surely won't want another snout in the trough.
 
That leaves two options - Central Highlands and Riddell.

Or maybe even a left-field option - Loddon Valley?

This shiny, new council must come out and make a statement about its future plans for how the composition of the region's leagues look going into the future.

Something as simple as as "we are going to appoint a person/a working committee to conduct a review starting now and providing recommendations by November 30 with a view to implement a new competition structure for 2025". That would be a start. The big test would be to follow through and complete the process.

Don't hold you breath though.

The way things are currently being run, suppose they are to implement a new competition, it has to be 2026.
Bar the Heathcote League, the regions football is a s@$t show.
