Dr Cobb-Clark's research showed more than 42 per cent had university degrees compared with 32 per cent before the balance was changed in 1999.

The changes, implemented under Philip Ruddock's period as immigration minister, reduced the quota for family reunions and refugees, and increased points for skills.

Dr Cobb-Clark said the changes achieved their aim.

"More people are coming in through the skills filtering process, and the filtering process has itself become more effective," she said.

The research conducted by Dr Cobb-Clark showed that since changes were implemented only 9.9 per cent of new immigrants remained unemployed 18 months after arriving. The unemployment rate was 22.3 per cent before the changes.


Still a fair way to go to correct the system bequeathed by labor (even many of its mp's recognise the system needed correcting). Surely as a country Australia should look for its new immigrants to have a lower unemployment rate than the national average rather than double it. One of Howards better achievements.

Probably like the unemployment figures it could have some other queries attached

Are these figures inclusive of the ''refugees'' who have applied throught the back door?

What time frame does an immigrant have to become employed?

How many Australians with university degrees are gainfully employed?

There is no doubt govt unemployment stats are misleading, both sides of politics are guilty in this. However there is no doubt that Howard has made some sort of effort to wrestle control of immigration back from the ethnic lobby. There is a long way to go though. Completely scrapping the family reunion category and letting in an extra 50k skilled migrants in their place would be a decent start.
