...during the privitisation of the public transport system, the new operators signed contracts with the government where fare evasion loss of income would be gauranteed by the government; the state would reimburse the private company. Is this why fare evasion has cost the government $80 million? Because the state has otherwise subsidised a private companies losses?
If this is the case, there is absolutely no incentive for yarra trams and metlink to do any sensible action to genuinely stop fare evading...
Pretty sure the infringement $$ goes to the state with a portion paid to operator for 'administrative' costs.
There's something really dank and smelly about all this, come to think of it.
On a related matter, although I haven't seen them do it since the advent of the Myki system, I seem to remember Victoria Police had the authority to board trains and check tickets, issuing fines wherever they deemed necessary.
That's government workers with salaries paid for by the taxpayer aiding in revenue collecting for a private corporation (Connex back in the day)!
