I was going to say, false advertising!! Is there anything in the T&Cs that says not applicable to every store? Or something in the store saying that they would not honor that comp??

There usually is something that says 'Participating stores only'.

Have seen some recreation centres not participating in promos (which they have signs advising), but interesting that major retailers like BP and Coles Express are non-participating.

I have no problem them not participating. It's the fact they sell them whilst not participating.

It would be highly unlikely Mars would produce a set of bars with the marked wrappers for participating and non-participating stores. The non-participating stores won't stop selling them because they have a comp on the wrappers they're not going to participate in.
