Senior and rookie lists have to be finalised by a certain date. From memory though I think a Cat B rookie can be signed at any point given they're outside the main playing list.
Yes, Cat B can be signed/added anytime.
Hence the next generation academy players can still be signed.
It appears that the only window that closed was 'confirming' your own nominated players & activating your exclusive access to them (adding them to your list immediately after the rookie draft).
Therefore Collingwood no longer has exclusive access to Isiah, however we could still list him if we choose to (or list any other nominated next gen players still available).
Doubt we are adding any other players now (including Isiah), why wait until now?
Unless we are still running tests, tough interviews, medical etc??

It would look very strange if we:
- nominate Isiah end August 2016
- decide to pass on him immediately after the rookie draft (give up our exclusive access)
- then finally decide to add him to our Cat B list 2 weeks later
 
Several days ago it said this in an article on the AFL website "CLUB lists have been finalised for 2017 and a number of trends and anomalies have emerged."

Yet this bloke has just been snapped up by the Bulldogs. Which is puzzling! I thought the "rule book" spelled things out clearly, with the lists meant to be finalised last Wednesday. Tweedie was not nominated by the Bulldogs but by Hawthorn. Seemingly (while the chance for clubs to add players that they themselves nominated may have passed) they are still able to list those nominated by other clubs or the AFL, which is what has happened here.

I say CAT-B is off the Normal Player List so might have some Different Rules about it

When do the rules change to allow us priority access to these kids like the northern teams?

If we don't have priority access would he be allowed to play for the VFL? Might he not be better off having a run at the Chargers?

Think he is 19-20 so too old for the Chargers.

Article say "18 year old small forward". TAC clubs are allowed a 19 year old anyway aren't they?

Good on him for having the courage to head to Melbourne to try and boost his chances of being drafted. I hope it works out for him. Liam Holt-Fitz is still only 16 (7/08/2000), hopefully by the time he reaches draft age the qualifying period will have been served, and we can take him (if he's good enough, of course).
 
Wait, I thought that he and his family were going to be upset at Collingwood and hold a grudge against them for not drafting him last year. That's what people here were saying were they not?

I'd assume he would be regarded as a Collingwood academy member if the club is willing to organise his relocation and accomodation.

Potentially, although Sean Darcy (Freo draftee) trained with our VFL side without being on the list. I have vague memories of reading about someone else (don't think they were drafted) training with our VFL without being listed too. No idea who though.

Great to hear Farrell-Nelson is still involved with CFC and moving to Melbourne to further his footy. At a guess it seems we didn't feel he was quite ready for our AFL program. Whether that be fitness, the step up in level or being a quiet kid who knows.

Do you think that Collingwood will just organise to relocate an indigenous kid in their academy area to Melbourne so he can sit around and do nothing?

That he will play footy is a given, the question I posed is where. People seem to be assuming he'll play VFL, but he's eligible to play TAC still this year, and given that our academy is aligned with Oakleigh I don't think it's unreasonable for me to ask if that's the more likely option, do you?

Thinking about that we have a Good Relationship with Chargers. That he could play some Footy with both Chargers and our VFL Side as 23rd Man

Where has it been said that he's playing VFL? He still qualifies to play TAC as an over ager this year.

Dave suggested he might play VFL which started this discourse.
 
How does the 23rd man rule work again?
 
Pretty sure we waited an extra year with Witts and if the northern academies are any indication he'll be eligible again next year.

Northern academy rules are often different though.

The key word in that is multicultural, reads as if none of the clubs gain priority access to indigenous Darwin players.
