Is Bart vs. Australia the most overrated episode?

Yes. I didnt find it offensive or anything and there are some really funny lines "Oh I see you've played knifey spoony before!!"- "I wanna order a CO-FFEE".. "BEE- ER".

But overall it's not THAT great an ep. Wouldnt be in my top 10.

Too hard to pick a top 10 but surprised no one has mentioned Weekend at Burnsie's where Homer gets prescribed medicinal marijuana by Dr Hibbert and turns into a pothead, one of my favourite episodes.

Ch.10 had to show it after 8.30pm rather than the normal 7.30pm slot due to all the drug references.

Some great quotes.

Is Bart vs. Australia the most overrated episode?

Definitely. It's a like a late season episode early in the run. By that I mean the best Simpsons episodes were ones they took the facts and bent them / exaggerated them to make it funny. Bart v Australia? The booting etc. WTF? Episode had so much potential, but compared to when they go to Japan or Europe and mock those cultures it's like they decided to just make things up outright. Bart v. Australia wouldn't crack my top 100.
