I heard union shop stewards were quitting those roles and going back to their old tradie jobs because Wonthaggi was so lucrative. Like you said, it was about 'the right unions' getting in on the deal in return for Labor factional support.
Short term big demand for housing driving prices up wasnt great for locals either. Likewise when it was all finished up and all the tradies left town.
