I actually had done the research as I'd seen the team prior to that and a statement about him being left out. Nothing about him saying he wanted to withdraw. He wasnt picking him anyway, he hadn't picked him the last squad.

The manager did speak about that in his press conference. Now maybe Hannibal doesn’t make the squad and he pulled himself out of it before the manager makes that decision but no one can know that for sure.

No but he is a solid option. All squads need that reliable option in mid. I doubt Chelsea would view him as a regular starter. Neither would Spurs either. But he can do a job and is HG.
