A controversial former AFL umpire is on the run after being accused of masterminding an $8.7m fraud.

An arrest warrant is set to be issued for Troy Pannell after he failed to appear at a Victorian Supreme Court hearing on Tuesday over claims he ripped off his employer, logistics company SeaRoad Shipping.

Lawyers asked the Australian Federal Police to add Mr Pannell to a watchlist, saying the umpire – who has invested heavily in race horses and was at the centre of a free kicks furore in 2016 – could even end up “in Bogota”, the capital of Colombia.

Mr Pannell was accused in court documents of pulling off the alleged scam on SeaRoad – where he worked as a senior manager in Port Melbourne – by creating a fake company that purported to repair damaged containers for $800 to $900 each.

SeaRoad allegedly paid the firm, Independent Container Surveyors & Assessors (ICSA), $8.7m from 2015 to 2024.

The scheme came unstuck after an eagle-eyed SeaRoad finance manager discovered the company was not registered for GST during a compliance review last year.

Investigations then found Mr Pannell was “the sole director and shareholder” of ICSA.

In a letter from SeaRoad to Mr Pannell in October, tendered in the civil court case, the company said: “SeaRoad is satisfied you have committed serious misconduct. You have been the sole shareholder and director of ICSA from 2010 to date. We find your response that you did not know you held these positions to be fanciful.”

Mr Pannell was embroiled in controversy in 2016 when he paid 17 free kicks to the Western Bulldogs and just one to Adelaide in a match.
He officiated in 219 AFL matches from 2005 to 2018.

One story I saw said that Pannell is believed to be in South Australia! Will the Crows/Advertiser/Drivel M start putting up Wanted posters: HAVE YOU SEEN THIS MAGGOT?

We do get a bag deal from the umpires but we've got a list of dumb players that don't help themselves.
Richmond had the biggest free kick differential when they were winning premierships but at least they made the free kicks worthwhile. Our players just do stupid shit and have no idea about where to position themselves

Not all free kicks are created equal.

Going by the numbers doesn't tell the whole story - it depends in what situations they're getting paid. There's also the ones that don't get paid when they should.

at some point i’m going to look at the average frees we receive per came and compare it to everyone else. mg perception is that the number we give away is not significantly above average, but the amount we get …. especially in first halves is way below.

This is what irks me. Majority of the time, it's the frees we don't receive which is the issue.

A call for the opposition never seems to go our way 30 seconds later. And more often than not leads to a goal scoring opportunity for opposition

Thats why i mentioned it.. I often watch see a couple misses which we should have got, and straght away you know one will get plucked the other way.

There was one on the weekend (Im trying to block the game out of my memory so details may be sketchy), but Rozee was thrown out of a contest before he got to it, a secodn or so later Byrne Jones was infringed .. both missed ... sure enough Crows gets the ball, gets tackled badly, takes the free and I think they score.

Not even Champignon Data's algorhythms can account for those.

The game is too hard to adjudicate, interpretations change from week to week. And then there's all the not so subtle messaging coming from so many sources. Umpires are not immune to this. Anyone that thinks they are live in a fairyland existence imo. And I used to think umpires were unbiased but those days are gone.

The AFL doesn’t make their job any easier, that’s for sure.
