Because essentially what are suggesting is that Partys could promise anything they like and then once elected they can recant and say, sorry we didn't achieve a sufficient mandate to do this. it makes no sense whatsoever.
As for the Greens I would suggest that is exactly the way people look at them, they look at minutiae of their policy and how it will effect the upcoming Parliament, no one suggest for a moment that they will achieve government, the current voting system in the lower house does not allow for the break up of the two party duopoly.
