As it should be Australian Football State of Origin, not AFL State of Origin, there is nothing wrong with Qld, NT and Tas bringing players in from various state leagues. Quite a few NT players would be playing SANFL; a few Tasmanians would play VFL or SANFL. Some mid-career players in state leagues would often be better right now than 18-20 year old AFL listed players about to be delisted back to state leagues.As of now, each state/country would have this many AFL listed players to choose from:
VIC 433 players
WA 123 players
SA 110 players
NSW/ACT 50 players
QLD 31 players
TAS 26 players
NT 15 players
IRE 13 players
USA 1 player
PNG 1 player
Yes, I agree with you, if there was to be a carnival with each state/territory competing. Ideally ACT would not get put with NSW either, but its hard to see ACT being competitive with anyone except "Internationals". NT could at least push, quite possibly beat, Tassie.

Up until the Crows came in 1991 there were plenty. After the Crows came in, I think only Garry McIntosh, who chose to remain loyal to Norwood, but was still amongst SA’s best players. There is definite Vic bias. They have 10 teams, but not enough players to fill the 10 squads! WA, SA, TAS, NT and Internationals filling in the gaps for the VIC, NSW and QLD teams because East of The Great Dividing Range takes priority, despite per capita, not being as good at sport!Vic bias

4 best states in division one and the the other 4 states and territories in second division.
NSW would be in division one for example.
SA v VIC and NSW v WA in first weekend. The two winners play second weekend for Australian Championship.
3rd and 4th play off to remain in division one for next championship with loser relegated to division two.
Winner of second division promoted in it's place for next championship two years beyond.
Representatives teams from places like ACT and NT still involved and it is just best from each territory or state whether in AFL or next level down out of AFL.

But I do like the idea of All Australian chosen from the championships over the two weekends.
I think the two weekends are in early March. You then have one weekend after it for elite players and their clubs to have a practice match or intra-club practice match. The following weekend probably a break as they do now and then the club premiership season starts in last week of March.
