Because they keep getting picked apart by other clubs yet are still there? Treloar, Bugg, Tyson, plowman, Scully, Wilson, Lobb, Adams and probably a bunch more at Carlton I missed.

As they should - they basically got to test all the elite talent in 3 or 4 drafts and keep who performed best like Cognilio and Kelly by offering them money. No way were they ever going to fit all that talent in the cap.
