Yeah it was to protect the entrance to port phillip bay. There were guns on the other side too. Point Nepean?

The german merchant vessel got wind of war being declared and tried to run for it. The gunners at queenscliff fired a warning shot or 2 across it’s bow, and forced it to turn around.

I think the queenscliff fort was originally built due to concern about russian ships.
