Because his initial instinct is to play for free kicks as has been well documented with any contact. Doesn't change that the initial contact looked high before he'd dropped his knees or raised his arm.

Should the rules be changed to say that if you raise your arm even if initial contact is high, no free kick will be paid. It’s a blight.
