Check the range at IKEA as affordable options. The Rodalm range has the option to have the mounting card set against the front of the frame close to the glass or with a 5-8mm spacer. Using the spacer should provide room to pin the pennant. You will need to buy a full piece of mounting card online/photo store/Officeworks as well to use as the background piece.

Could look to have 2 pennants in 1 larger frame even.

Thanks l have 1 similar but due to the size l wont have room to put up 2 frames this size so l need them narrower. l might have to get 2 and reduce them myself which was my last option.
