Depends because there should be a system for if you didn't get a top pick that you get a better second round pick and so forth.

That's how we do it in div 1. First pick in 1st round, last pick in 2nd round. 1st pick 3rd round, last pick in 4th round etc.
I was thinking of a snake draft ; So the first pick has the last pick in the second round and the last pick gets the first pick in the second round etc
