If the AFL weren't so bloody scared of the AFLPA they would be tackling the salary cap floor which is the real issue of the competition. If bottom sides got to pay their list what it was really worth they would be able to offer life changing money for a few years to lure in genuine stars of the competition. Nobody would ever stay in the bottom 4 for a decade.
Making changes to the draft will only mean that one day a really crappy team will harvest the draft picks for enough years to become an uber team. Then the AFL will make reactionary changes based on that.

I quite specifically only mentioned this applied for the absolute top end of students as it is much harder to judge the other groups. Would you consider yourself to be part of that group?
In any event, one anecdotal reference doesn't make a case. I see this on a large scale and the students that want to get the best out of themselves are able to do that wherever they go. Also grades are not a sufficient metric on their own to judge.
This also only really applies in probably the last decade (maybe 15) years as information has become far more easy to acquire.
Make no mistake, the cream stands out wherever it goes.
