According to Wikipeeja we have 39 on the main list and 3 on the rookie list. If we upgrade Watson we don't have to use any picks, just cut one more player.

We’ve got to take three ND selections or rookie upgrades and I don’t see us upgrading any rookies other than Watson.
I’m not even sure if you can take just one pick and upgrade two rookies, the rules are ambiguous on that point and no one’s ever done it.

Only if they’ve upgraded rookies. We did it in 2011 when we took Newman and McInnes and upgraded Hams.
