Because the Australian selectors are obsessed with an "all rounder" that can bowl seam up. Mitch's batting form in the Shield has been solid and he's recovered his shoulder that has allowed him to now bowl. Hasn't proven that his bowling will be effective or not, but he's at the very least bowling, which is good enough, it appears. There's also a theory that we need a 4th seamer to take the load off the other actual fast bowlers, despite history showing Steve Smith is always extremely reluctant to bowl them and the fact that our bowling attack is the best in the world playing against a suspect batting line up. We also have the most in-form spin bowler in the world who has the ability to bowl longer spells to help ease the fast bowlers load if need be.

His batting form is good, he's had a couple of really good knocks, however I wouldn't classify it as "must-select" form. Certainly not in the vein of Bancroft at the start of the summer, or, dare I say it, Maxwell now...he's also played 21 tests with an average of under 22 - pretty safe sample size to conclude that maybe he just isn't up to being a #6 batsman.

His bowling form is, well, he's back bowling essentially. I have only read on here and seen stats but it appears he's taken two wickets in 22 overs over 2 FC matches, after recovering from shoulder surgery.

If he's getting picked as a #6 batsman that will bowl a handful of overs to chop out the seamers than his bowling form is irrelevant, however if this is the case he's not deserving of being picked in that role as Maxwell can bowl a handful of overs to chop out the seamers, has had a huge start to the shield season with the bat, and has a better test batting record - albeit only a handful of matches.

If he's getting picked as an all-rounder his bowling 'form' hardly justifies such selection. It's clear that the Australian coaches and selectors want him to be a test player whether his record and/or form backs it up or not, which is why at the first possible opportunity they've got they have rushed him back into the test team.

But in my book to be an all-rounder you need to excel with the either the bat or ball (and be handy with the other), Marsh averages 21 with the bat and 37 with the ball – so going on the stats he's not good enough to warrant selection.

bowling stats dont reflect his potential with the ball.
he's generally used most on a flat track once Smith has exhausted every other option and both batsmen are well set.
