Everyone has a say, but if there are two parties who are diametrically opposed, then the most populous will win, whether they are correct or not.
Democracy doesn't automatically mean yes.
If you had a really intelligent , well meaning dictator, he may well be a better option than a democracy consisting of 50% of people with below average intelligence.

Most dictators are assholes though.

If all Palestinians are responsible for the destruction caused in the name of resisting the Israeli occupation then by that logic all French people are responsible for the destruction caused by the French Resistence. Once you take that attitude then reprisals against a civilian population become easier to justify, punishing random civilians because of acts those random civilians weren't actually involved in doesn't matter cos they are guilty by definition of who they are.

And a corollary of that argument is that the civilian population of the invading army also is responsible (otherwise there would be a situation where there was less moral weight/ responsibility if your country was invading compared to being invaded)
