NT has such a low base that one or two players more or less would make a massive difference, so I imagine it's more just natural variation than anything.

Not really...

If Tas (with 4%) = 1, then Vic (with 51.9%) = 13 and WA (15.5) = 4

and there are the usual issues with the whole odd number of teams, and losing fans by killing off their clubs.

The numbers are a bit forced IMO, as we have just seen a huge increase in NSW boys on the back of GWS's academy, we would also see increased numbers from WA if 4 teams were in WA and they each had their own academy.

The fact is Victoria TAC cup is far and away better run than any other state in terms of structure, funding and coaching, the players are just as good in other states.

Those current stats do not reveal that Ireland and possibly the USA have more players than the ACT on AFL lists.
