Jonas' initial movement suggested he thought he was a realistic chance of getting to the ball. It was classed as intentional because he didn't pull out when it became obvious he could not challenge safely. Which was exactly what Cameron did, he had plenty of time to pull out from a challenge where all he could do at the best was give away a 50-metre penalty.
