Think about it logically, both players are similar in talent, yet Raines is younger and has that extra two years to develop more. Raines at 20 is already at the level of Simpson at 22, so he has that 2 more years.
Who would you say is a better prospect, a good 21 year old or a similarly good 19 year old? The 19 year old has more scope to improve since he is younger.
