It was hardly disgusting not being a malicious act but it was reckless with the rules the way they are so 2 weeks is about right.

Pretty much they have taken it to far now, the rule was brought in to stamp out the one where someone jumps in to someone else's head. Not for stuff like that

But everything they've learnt since then has only served to highlight how getting hit in the head is really bad for people. The rules have been tweaked in successive years over a long period to make them less forgiving and explicitly apply to ones where the bumper keeps his feet on the ground. Steele and everyone else knows that. It's not a flaw in the rules, it's a deliberate feature of them.
