I would like to see a rule such as this:

Less than 50 percent of senior roles can be filled by former AFC players.

Some kind of constitutional limit to disperse this old boys network and prevent it ever re-forming.

Nepotism always ends up in failure.

Less than 50% is way too high. Should be 1-2 people max.

I think a cleanout needs to happen in two stages because it's too many people to replace in one off-season.

Stage 1:

Sack Burton and Hass. Hire new GM and rebuild fitness department.
Sack Clarke. Hire a new ruck coach and go hell for leather at an established ruck to replace sauce during the trade period.
Place Campo & Hart on short term, dead man walking contracts.

Stage 2: (the following year)
Sack Campo & Hart.

Nah I'd keep Clarke but piss off Campo and Hart if we couldn't get rid of everyone at once.

It should be the best available after exhaustive search and no nepotism and no expense spared. I would look at Basset, Rutten.

Bassett, Rutten, Mattner, Thompson, Van Berlo, Reilly, Hudson, Sanderson, Craig... the list of available options is massive

what exactly does the chief operating officer do?

Perhaps we can throw in our media people into the mix.
Well, in theory:
Your CEO is supposed to be about strategy, direction, market placement , etc.
The COO is supposed to be about execution, day-to-day workings, internal processes, etc.

**** knows what they do at AFC though.
 
This post is working on the assumption that everything not directly stated by the club or shown by unambiguous facts (Injury count) is false. Even then I still see 3 Major Problems ruining the season:
  • "Collective Minds" - A mostly new issue for this year. There are many rumours about it but event the club has admitted has been, at best, problematic and borderline racist.
  • Injuries - This seems to have been exacerbated by Burton and Hass, but has really been an issue for over a decade at the club. Lets not forget two senior players had their careers ended at pre-season training in successive years.
  • "...McGovern is paid more than Gibbs anyway." - The famous "boys club", I'm talking less about coaching staff appointments here and more about the idea that players must 'do their time' at the club before getting a decent pay-packet and respect.
For me the last problem is *THE* problem at the Crows over its life span. I doubt it's a coincidence that the one coach who directly challenged this is the one that led the club to its only premierships. It is the cause of the Tippett affair and sanctions. IMHO, the club could deal with having a few less good club men and few more dispassionate professional footballers who perform their skills for appropriate compensation.

Unfortunately fixing this would require a massive overhaul from the top down. And how would you find someone both knowledgeable and independent enough to carry it out.
 
I went for Roo, Burton, Hass, Hart and Clarke.

Campo stays with a decent ruck coach and other line coaches around him.

Campo is no better as a coach then Hart and Clarke, time for someone new.

The one question I do have here (and it's is a good time to ask) is does club take on the contract when trading for a player under control (which is very common in American sports), or did we have to offer a deal to Gibbs?

If we took on Carltons contract then that explains that comment as Gibbs contract was heavily front loaded (a big part of the reason why Cartlon was ****ed off with us/Gibbs going down this route is the front loading ended in 2016). I'd be incredibly surprised if we could convince Gibbs to come home for under 600k though if we had to negotiate with him.
