Higgins is presumed to be on about 350k already, surely he is looking at a 3-4 year deal and around the 400-450k mark. UFAs are normally on bugger all but in Frawleys case he had a front ended contract so he just fell out of Melbourne's top earners.How does that make a difference?

My aren't you the detective . . . I'm a 23 year WC member mate ... how long you been around? I've missed 2 home games in 12 years, including finals, was at the '05 and '06 GF and attend all pre-season matches each year. I've got a small idea of what WC have, need and can afford to give up.
They aren't going anywhere with the midfield they have, 'we' need power, height and speed through the middle. Petracca ticks all boxes, plus he kicks goals and will go top 3 in the draft. He is a Judd-like generational player. Rather than take a douchey shot at me, why not engage in the discussion.

West Coast need to manufacture a top 1 to 5 pick - Petracca and others like Peter Wright then come into play. But they will need to trade hard and give up experience and quality in order to compete for these trade places if they go that way. They would be mad not to test the waters.
If we get P3 for chip then I could see us approaching the dogs and offering P3 in exchange Hrovat and P6. Assuming we take Brayshaw and as expected the Saints take Petracca, Dogs have a free run at McCartin or Wright.But Melbourne would then trade pick 3 to a club that wants McCartin and the saints would miss out. Dees will be desperate for the 2 best midfielders with those early picks. If they can't get them they will trade to clubs that wants KPP for young midfielders and lesser picks like the Tyson deal.

Bulldogs would be mad to give up Hrovat and 6 for pick 3. The kid has a great future. Hrovat and 6 for 3 and 21 sounds a lot fairer. Then the dogs could trade pick 21 for Jaksch. Then they would get McCartin / Wright and Jaksch for Hrovat and pick 6.
